Resolution No. 199 series of 2023
A RESOLUTION PROMOTING THE PRACTICE OF THE RIGHT TO CHOOSE AND MAKE INFORMED DECISION IN ENTERING THE RESERVED OFFICERS TRAINING CORPS (ROTC) PROGRAM
WHEREAS, Republic Act 8044, also known as the Youth in Nation-Building Act states that “The State recognizes its responsibility to enable the youth to fulfill their vital role in nation-building and hereby establishes the National Comprehensive and Coordinated Program on Youth Development” and “The State hereby declares that “Youth” is the critical period in a person’s growth and development from the onset of adolescence towards the peak of mature, self-reliant and responsible adulthood”;
WHEREAS, R.A. 8044 also states that the National Comprehensive and Coordinated Program on Youth Development shall be based on the following principles: Promotion and protection of the physical, moral, spiritual, intellectual and social well-being of the youth, Inculcation in the youth of patriotism, nationalism and other basic desirable values to infuse in them faith in the Creator and belief in the sanctity of life and dignity of the human person, Encouragement of youth involvement in character-building and development activities for civic-efficiency and participation in structures for policy-making and program implementation to reduce the incidence of poverty and accelerate socio-economic development;
WHEREAS, Senate Bill 236, also known as “ROTC Act” is being pushed in the Senate for the full implementation of Republic Act (RA) 7077 or the Citizen Armed Forces of the Philippines Reservist Act that ensures that all Filipino students will be covered by the ROTC bill;
WHEREAS, the ROTC program aims to inculcate nationalism and patriotism to all Filipino students enrolled in any undergraduate degree or diploma programs in public and private tertiary-level educational institutions;
WHEREAS, it is important to take into consideration the free will of the students to take part in the ROTC program for its successful implementation;
WHEREAS, while making nationalism and patriotism a topmost priority, we can also maximize the National Service Training Program as an alternative program for the youth in promoting nation-building;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby PROMOTES THE PRACTICE OF THE RIGHT TO CHOOSE AND MAKE INFORMED DECISION IN ENTERING THE RESERVED OFFICERS TRAINING CORPS (ROTC) PROGRAM.
RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned for their information and appropriate action.
ADOPTED, this 29th day of March 2023, 4:14 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
