A RESOLUTION REQUESTING THE PRESIDENT OF THE PHILIPPINES, HIS EXCELLENCY FERDINAND R. MARCOS JR., FOR THE FUNDING OF THE ESTABLISHMENT OF A SMART CITY SYSTEM IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, TO INCREASE OPERATIONAL EFFICIENCY, SHARE INFORMATION WITH THE PUBLIC AND IMPROVE BOTH THE QUALITY OF GOVERNMENT SERVICES AND CITIZEN WELFARE
WHEREAS, Article II, Section 24 of the 1987 Constitution provides that “[t]he State recognizes the vital role of communication and information in nation-building”;
WHEREAS, Article XIV, Section 10 of the 1987 Constitution states that “[s]cience and technology are essential for national development and progress. The State shall give priority to research and development, invention, innovation, and their utilization; and to science and technology education, training, and services. It shall support indigenous, appropriate, and self-reliant scientific and technological capabilities, and their application to the country’s productive systems and national life”;
WHEREAS, Article XIV, Section 12 of the 1987 Constitution provides that “[t]he State shall regulate the transfer and promote the adaptation of technology from all sources for the national beneï¬t. It shall encourage the widest participation of private groups, local governments, and community-based organizations in the generation and utilization of science and technology”;
WHEREAS, His Excellency, President Ferdinand R. Marcos Jr. has highlighted the need for the use of information and communication technology to digitalize the Philippines;
WHEREAS, the Municipality of Taytay as a First-Class Municipality in the Province of Rizal aims to install and implement a Smart City System in partnership with the National Government;
WHEREAS, the Municipal Government recognizes the vital role of information and communication technologies (“ICT”) to increase operational efficiency, share information with the public and improve both the quality of government services and citizen welfare;
WHEREAS, in providing utmost Serbisyong May Ngiti to all Taytayeños, the Municipal Government aims to provide a digitally in-tuned Municipality and a technology-enabled governance catered to all Taytayeños;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the approval of the request for funding of the Smart City System by the President will provide efficient delivery of services to Taytayeños as demand for digitalization and connectivity rises;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby REQUESTS THE PRESIDENT OF THE PHILIPPINES, HIS EXCELLENCY FERDINAND R. MARCOS JR., FOR THE FUNDING OF THE ESTABLISHMENT OF A SMART CITY SYSTEM IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, TO INCREASE OPERATIONAL EFFICIENCY, SHARE INFORMATION WITH THE PUBLIC AND IMPROVE BOTH THE QUALITY OF GOVERNMENT SERVICES AND CITIZEN WELFARE.
RESOLVED FURTHER, that a copy of this Resolution be furnished and forwarded to the Office of the Municipal Mayor and all concerned for their information and appropriate action.
ADOPTED, this 26th day of April 2023, 3:17 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
