Ordinance No. 769 series of 2023

AN ORDINANCE DECLARING THE MONTH OF MAY OF EVERY YEAR AS FARMER’S MONTH IN THE MUNICIPALITY OF TAYTAY, RIZAL AND PROVIDING FUNDS THEREOF

WHEREAS, Presidential Proclamation No. 33 issued March 21, 1989 declares the month of May of every year as Farmers and Fisherfolks Month in the Philippines;

WHEREAS, the government has accorded the highest priority to the development of agriculture and fishery not only to achieve an equitable distribution of benefits but also to enable the farmers maximize their contribution to the nation's wealth;

WHEREAS, a substantial portion of the population of Taytay, Rizal belongs to the agricultural sector that depends on farming as the source of subsistence livelihood;

WHEREAS, a Farmer’s Month should be properly calendared each year for the purpose of giving recognition to the Farmers for their important role and insurmountable effort that ensures the optimum, balanced and sustainable agricultural development of Taytay, Rizal;

WHEREAS, the Local Government Unit of Taytay, Rizal recognizes the role of the farmers sector in nation-building;

NOW THEREFORE, BE IT ORDAINED as it is hereby ordained, by the 12th Sangguniang Bayan of Taytay, in session duly assembled, that:

Section 1. Title - This Ordinance shall be known as the “Farmers Month Celebration of Taytay, Rizal”.

Section 2. Declaration of Policy - The Municipality of Taytay, Rizal adheres to the principles of sustainable development and promotes self-sufficiency in crops and other prime commodities and hereby declares the Month of May of every year as “Farmers Month”.

Section 3. Scope and Coverage - This Ordinance shall apply to persons engaged in farming within the territorial jurisdiction of Taytay, Rizal.

Section 4. Definition of Terms - The words and phrases used in this Code shall mean as follows:

1. Agriculture - the science, art or practice of cultivating the soil, producer's crops and raising livestock and in varying degrees the preparations and marketing of the resulting products.
2. Farmer - a person engaged in agriculture, raising living organism for food or raw materials. The term usually applied to people who do some combination of raising field crops, orchards, vineyards, poultry and other livestock.
3. Incentives - something that tends to incite actions or greater effort as a reward for the increased productivity and profitability.

Section 5. Program, Activities and Incentives - The Farmers Month Celebration shall have several programs and activities for the whole month celebration which includes, but not limited to the following:

e. Showcasing / marketing of farm produce especially those organically and locally grown, hence, there should be no fees or market charges collected as incentives to farmers during the conduct of Agri-Business Trade Fair / Harvest and Farm Festival
f. Annual Search for the most outstanding farmer / Ginoo and Ginang Magsasaka, and Kabataang Magsasaka
g. Free medical diagnostic examination to be provided by the Municipal Health Office to all registered farmers of the Municipality as certified by the Municipal Agriculture Office
h. Search for Best Urban Garden
i. Seminars and Training related to Agriculture and Entrepreneurship
j. Gabi ng Magsasaka

Section 6. Funding and Appropriation - The funding and appropriation of the Farmers Month Celebration shall be sourced from the General Funds of the Local Government Unit.

Section 7. Responsibility of the Municipal Agriculture Office - The formulation of the implementing rules, guidelines and procedures necessary for the implementation of the plans, programs, activities and other related matters pertaining to the yearly celebration of the Farmers Month Celebration of Taytay, Rizal shall be the primary responsibility of the Municipal Agriculture Office.

Section 8. Separability Clause - In case any part or provision of this Ordinance is declared invalid, the other parts or provisions not affected by the declaration of invalidity shall remain in force.

Section 9. Repealing Clause - Any ordinance or parts thereof, in conflict with the provisions of this Ordinance is hereby repealed or modified accordingly.

Section 10. Effectivity - This Ordinance shall take effect upon its approval.

ENACTED, this 15th day of February, 2023, 5:50 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
