Resolution No. 200 series of 2023

A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, IN THE MEMORANDUM OF AGREEMENT WITH SAN ISIDRO ELEMENTARY SCHOOL FOR THE ESTABLISHMENT OF SMILE I.T. LABS

WHEREAS, Section 17, Article II of the 1987 Constitution provides that, “[t]he State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;

WHEREAS, Section 2(1), Article XIV of the 1987 Constitution provides that the State shall “[e]stablish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society”;

WHEREAS, Section 16, Article II of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code mandates the Local Government Units (“LGUs”) “support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice”;

WHEREAS, Section 444(2), Article I of R.A. No. 7160, otherwise known as the Local Government Code provide that Municipal Mayor shall “enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate powers, and implement all approved policies, programs, projects, services and activities of the municipality”;

WHEREAS, the Municipal Government of Taytay, Province of Rizal (“Municipal Government”) envisions a connected, empowered and progressive Municipality of Taytay, through Information and Communication Technology enabled initiatives;

WHEREAS, in order to advance Information and Communication Technology (“ICT”) in the Municipality of Taytay, the Municipal Government endeavors to create an impactful innovation and ICT-enabled program such as a municipal wide digital inclusion initiative which seeks to establish Community e-Centers branded as I.T. Labs, that will provide critical e-government and ICT-enabled services and contents in communities in the Municipality with minimal or no access to information and government services;

WHEREAS, the Municipal Government intends to implement its own mobile and community learning centers that would cater to students, solo parents, out-of-school-youth, first time job seekers and the urban poor by implementing the Sustainable, Mobile and Inclusive Learning and Empowerment (“SMILE”) I.T. Labs, or otherwise known, “SMILE I.T. Labs”;

WHEREAS, the San Isidro Elementary School manifested its intent to establish SMILE I.T. Labs in its campus and correspondingly attested to support all activities and initiatives under SMILE I.T. Labs;

WHEREAS, consistent with the goal of providing consistent and innovative Serbisyong May Ngiti to all Taytayeños, the signing of said Memorandum of Agreement is hereby necessary;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, IN THE MEMORANDUM OF AGREEMENT WITH SAN ISIDRO ELEMENTARY SCHOOL FOR THE ESTABLISHMENT OF SMILE I.T. LABS.

RESOLVED FURTHER, that a copy of the Memorandum of Agreement be furnished to the Sangguniang Bayan for ratification before its full implementation.

RESOLVED FINALLY, that a copy of this Resolution shall be forwarded to the Office of the Municipal Mayor, and all concerned Offices in the Municipal Government of Taytay.

ADOPTED, this 12th day of April 2023, 3:15 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
